Stop trying to outwit nature. Boys will be boys and girls will be girls. If they want to change this, there are surgical options but short of that what you have is simply cross dressers. You may try to fool nature but that is a fool's errand. Young people who put so much stock in their gender are spending way too much time thinking about their genitals instead on concentrating on school work and adjusting to the world, instead of the other way around. In real nature, boys...no matter how they dress...are more aggressive than girls and letting them into girls' bathrooms and locker rooms can and will lead to the disaster known as rape. 99.X % of human beings know who and what they are so those that are confused or refuse to accept nature's decision must adjust to the real world, ruled by nature, rather than the other way around. Don't force ridiculous rules on normal human beings. Let those that need help be helped.
