EVV improvements
 

The evv system does not work well for home care providers.

  1. The CDCN and PPL apps do not accurately record hours. The apps do not accurately record hours. Some home care providers are having their hours shaved. Home care providers should receive 40 straight hours if worked and entered and instead, they are recording less than 40 hours on the app.
  2. All Apps should be able to be used on multiple devices.
  3. the Providers must provide the proper tools to use for their system, via phones, tablets, etc.
  4. DMAS should have an ongoing training program about how to use EVV.
  5. DMAS rules require the employer of record to keep records of their timely renewal of eligibility for medicare and medicaid, of changes in their respite or caregiver authorized hours, and of their timely processing of hours worked and renewal requirements. However, DMAS software requirements to not require facilitators and most importantly home care providers to be informed when these requirements are missed. This lack of essential software communication to home care providers is resulting in home care workers working hours but not being paid because the employee of record is not meeting DMAS regulatory reporting or processing standards. Home Care workers are bearing the burden of ensuring their employers of record are doing the right thing or they do not get paid. However, DMAS software reporting standards to not require the vendors processing home care provider pay to keep home care providers informed if their employer of record does not meet the standards set out by DMAS requirements. Home care providers providers should be informed by the software that DMAS sets the reporting standards for such that they are kept informed. Home care workers are not informed of a. employer of record missing their payroll approval, rejection, modification of submitted payroll action dates b. home care workers are not informed of changes to an employer's of record respite or regular authorized hours c. home care workers are not informed of employer of record missing their renewal of medicare or medicaid dates or of their upcoming pending dates of renewal. 
  6. HOME CARE WORKERS should be informed all these standards that DMAS requires, whenever their employer of record failed to meet these standards. Home care workers are suffering missed or delayed pay because DMAS software is not even requiring the payroll processors informing home care workers of this needed information.
