Prohibition of exercise of civil rights in state offices
 

The right to defend one's self is protected by the Constitutions of Virginia (Article one, section 13) and the U.S.; the governor lacks the authority to restrict that right.  Doing so is a violation of 18 U.S.C. 1943, "violation of civil rights under color of state authority", and constitutes  malfeasance in office, for which there are both criminal and civil penalties.  Creation of a regulation in the absence of the authority to do so is a legal nullity.
