This misguided effort by the Governor tells anyone with hostile intent that Virginia government offices are good places to consider when deciding where to go to kill strangers because very few people will be armed there and those people will probably easy to identify, as they most likely will be in uniform. Trusting our fellow citizens who are concealed carry permit holders to behave in government offices while carrying seems to be a safe bet, based on past and recent history. The possible presence of unseen weapons in government offices will give pause to anyone with hostile intent who thinks about killing strangers in a Virginia government office. My preference includes permitting State employees who have concealed carry permits to carry at work in our government offices, if they'd like to.
