This regulation will not make Virginians safer. People have the right to carry concealed firearms, and as they must go through a background check and training process in Virginia they have already been screened and are more law-abiding than the general population. This regulation would not save any lives - rather, it would endanger innocent lives because it needlessly denies people the opportunity to defend themselves.
