The regulations proposed for Women's Health Care Facilities are clearly meant to restrict access to and the performance of pregnancy terminations for women in the Commonwealth of Virginia. These facilities are singled out from the many outpatient settings that provide medical care, that are not subject to similar restrictions and demands. What is needed is not a few extra inches in hallway width, but a meaningful and fair review of emergency plans in all facilities where patients of all sexes are provided medical care, so that when the unexpected in minor procedures or medication administration occurs, patients receive prompt and appropriate care. Far more danger to women's health will occur by limitation of services than by forcing preexisting centers to comply with new hospital codes. History has taught us that. I implore the state to not go back in time.
