Voting is a fundamental right that should not be obstructed.
Photo ID is properly used only to verify the identity of the voter. The holder of a passport or drivers license has already proven his or her identity to the issuing agency, and it should make no difference whether that document has expired. The new state-issued Voter ID will not even have an expiration date.
Furthermore, it is essential that potential voters know NOW what will be required for upcoming elections. The SBE has promulgated regulations stating that expired drivers licenses and passports are sufficient for voting. These are the rules that should be implemented. Changing at this late date would interfere with voters who are trying to comply.
