Material Safety Data Sheets primarily deal with the concentrate active ingredient in a pesticide product. A lay person reading a MSDS  would unecessarily become alarmed with the information provided.

As for revocation of license in the event of an incident where pre notifcation was not done... this is an extreme act. It can be likened to one losing their driver's license after receiving a speeding ticket. The devil will be in the details.
