Its been about 2 years since Vanguard Landing fell onto my radar. In the past 4 years I've worked with individuals with disabilities and saw programs that embody HCBS requirements and I've also witnessed some that did not. That being said, Vanguard Landing is not the answer. There is a need for more providers who embody person centered and integrated community involvement for our individuals with disabilities. The fact that Vanguard Landing is even being looked at to become a waiver provider in the state of Virginia is absolutely insane since the state as a whole was sued by the DOJ for not having enough integrated options for disabled individuals. The idea of a community that is only for disabled individuals doesn't sound integrated to me. I think Vanguard Landing told a lot of people what they wanted to hear and families who want the best for their disabled families bought into the pitch. A community built around their loved ones disability where they have so many things like stores and activities and will have an accessible placement sounds really nice, however factoring in that it is for the disabled only is where the red flags start raising. Theres also the issue that Vanguard Landing was advertising that waiver would pay for their loved one to be there and I've heard of the amount families had to put down to secure a spot. I've even heard that rent would be more than what an individual on SSI/SSDI even has. I've seen a lot of comments about individual choice which I'm all for but asking for waiver to help pay for a place that is run like a private institution should not even be considered.
