There are many reasons to be against RGGI for Virginia but briefly:

The carbon tax is passed on to the customer and not an incentive  to reduce emission.

Market forces and incentives are more effective than this passed on tax

CO2 is not in a cloed system and these measures have not been and are not a proven tool 

RGGI is an ineffective financial  burden to the general public in Virginia
