RGGI is a Cap and Trade scheme that does not reduce CO2  it Caps the amount of CO2  produced by an industry by imposing a carbon tax on energy producing CO2 above that Cap the cost of which is passed onto consumers.  This is a backdoor tax on energy that does nothing to lower CO2 in the atmosphere it just cost us more to power our economy and heat our homes. The RGGI has not reduced the CO2 in the atmosphere one molecule since we joined it while it has cost us $500 million in taxes.  Repeal RGGI!
