RGGI is a ponzi scheme to replace abundant, safe, proven, low-cost sources of conventional energy with alternative forms of renewable energy that are more expensive and unreliable.  Instead, if Virginia were truly interested in environmentally friendly, low-cost, load-following, high-energy density sources of electricity generation, they would be promoting nuclear power.  But, unfortunately, political science always trumps engineering science.
