I have a PhD in environmental management (UNC-CH, 1978) and spent 35 years as a scientist and attorney at the US EPA. I am opposed to participation in RGGI because it is a waste of money and thus an unnecessary burden on consumers. We have calculated the effect of RGGI participation by all the states involved. If all the east coast participated (and not all do), the effect on global warming one hundred years from now would not be measurable, even using the most sensitive instrumentation. Instead, lets get additional high quality baseload power in place, preferably nuclear power, but surely coal and natural gas while transitioning to nuclear.
