As a Norfolk resident, I am respectfully asking that VDACS bolster its proposed standards for pet shops. In particular, these animals should be afforded care on par with that VDACS requires our shelters to provide. Further, too many regulatory schemes impose such insignificant penalties for violations that the latter are simply the cost of doing business. Please do not let these standards join that group--please give more teeth to the standards you are thankfully developing.
