Pet shops that sell dogs/puppies/kittens/cats should have to follow the same regulations as Virginia shelters and rescues, and should incur the same civil penalties for non-compliance to which Virginia shelters and rescues are subject. Please end the abusive & cruel industry of puppy mills that too many pet shops are willing to use without any repercussions to their businesses.
