Standards of care in pet stores should meet the standards in animal shelters and violators should be prosecuted to an extent that will discourage them from deviating from minimum standards. These vulnerable captive animals depend on the store management for health and life and they deserve proper care. To do less should be a criminal violation.

Please enact tougher laws to ensure their safety.
