Thirty years ago, when I was a gifted student in a poor, rural area of Virginia, my local school system had no resources to devote to gifted education. Predictably, the offered "programs" were laughable. When my own child entered the system four years ago, I was pleasantly surprised by how far the state had come. How disappointing to learn today that the regulators now want to turn back the clock! If I understand the proposed regulations correctly, pushing the funding requirements back down to the localities will essentially wipe out gifted services in those areas without the necessary tax base to support the special needs of our most talented students. The state must ensure these programs remain funded!
