RGGI is key to Virginia's response to climate change
 

RGGI is the major source for climate change mitigation: flood control and infrastructure resilience. It also funds crucial efforts to reduce emissions through energy conservation. In both cases, low income residents of the state - who suffer disproportionately from the ill effects of climate change and who have trouble making investments in energy conservation - are recipients of the funding. Leaving RGGI would require tax increases to continuing funding these critical initiatives.
