Second Amendment Rights should never be regulated by 'administrative' action.
 

The Second Amendment guarantees a very important and precious right.  As such, regulation of the right should never occur by administrative action of a single individual who cannot be held accountable at the ballot box. 

The law should be amended to remove the possibility of capricious fiat on the part of an unaccountable bureaucrat.  It should be amended because common sense tells us that we cannot be protected by law enforcement officers in the vast wilds of state forests where there might be one law enforcement officer for every 50,000 arces, if that..  Law-abiding citizens must be accorded the right to defend themselves in state forests through the lawful carry of handguns -- openly or concealed.  If open carry of a handgun is lawful in all but a few venues and circumstances in the Commonwealth, why should it not be lawful to carry a handgun in state forests where the ability of law enforcement to protect a citizen is virtually nil?

The existing regulation could have only occured through the act of an irrational, unaccountable, anti-gun bureaucrat.
