I strongly urge those who are responsible for the lives of Virginians who possess concealed carry permits rights to protect themselves to reflect on prior acts of violence against innocent victims across the country in places where they should have had a sense of safety but were unable to carry handguns legally.  I also remind everybody that passing laws to restrict behavior doesn't make criminals change their behavior.  It only makes otherwise law abiding citizens unwitting and unknowing law breakers.
