There's no reason to not allow concealed carry permit holders to carry handguns on State Forest Properties throughout the Commonwealth of Virginia.  Virginia State Parks and Wildlife Management Areas already allow permitted individuals to do so.  As of 2/22/10 it is also now legal for CCP holders to carry on National Park and National Wildlife Refuges.
