I believe that all Virginia residents (or non residents) with appropriate ID and conceiled carry license should be able to carry a fire arm on their person  while in state forests. 

The chances of a person with a conceiled carry license to commit a crime just because it is on their person is highly unlikely compared to the common criminal who carries it on their person because they have the intent to break the law anyway.
