Goals of Regulation To protect public health and/or welfare with the least possible costs and intrusiveness to the citizens and businesses of the Commonwealth.

To encourage the abatement or prevention of pollution through the establishment of procedures for certification of recycling machinery and equipment as integral to the recycling process, etc. in order to apply for a personal property tax exemption.
