Description This regulation establishes the policies VDOT will follow on behalf of the Commonwealth Transportation Board (CTB) in establishing criteria and procedures that prospective bidders must follow to be prequalified and certified to bid on construction and maintenance projects.The Office of the Attorney General has found that this regulation is exempt from the APA under 9-6.14:4.1 B2(effective 10/1/01, 2.2-4002 B2).

Goals of Regulation VDOT seeks public comment regarding the following question: Does the regulation meet the following goals?
1. To ensure VDOT complies with applicable policies, procedures, and statutes concerning procurement of contractors.
2. To ensure that audits of the procurement process are satisfactory.
3. To protect the public's health, safety, and welfare with the least possible cost and intrusiveness to the citizens and businesses of the Commonwealth.
