Eligibility for assistance in the Aid to Families with Dependent Children program is based on a child being deprived of parental support and care by reason of the death, continued absence, or incapacity of at least one parent. When determining if a child is deprived based on a parent's incapacity, federal regulations require that the limited employment opportunities of handicapped individuals be evaluated to ascertain if such limited employment opportunities impede the parent from providing for the child's support.
