This action is exempt from the executive branch review process.
This regulation enables the agency and the citizens to manage crow populations to control impacts to the human health, safety and livelihood of the people of Virginia. By allowing for the harvest and population control of crows, the Department is providing for human health by reducing the chance for human/crow interaction. The regulation also enables the agency to efficiently and economically accomplish the important governmental function of crow management by enabling the citizens to participate in recreational hunting seasons. These activities provide recreational opportunity and stimulate the economic development of the Commonwealth.

Goals of Regulation To maintain optimum populations of crow to serve the needs of the citizens of the Commonwealth.
To allow the reasonable use of the crow resource by the public while maintaining healthy populations of the species.
To provide opportunity for all to enjoy hunting crow, watching wildlife, and related outdoor recreation.
To promote safety in connection with hunting crow.
