General Information
Action Summary These amendments were made to update the regulations relating to Motor Carrier Safety as a result of a 2019 Agency review of the applicable Federal Motor Carrier Safety Regulations. No substantive changes were made. In particular the following actions were taken: 19 VAC 30-20-30 was amended to clarify its application to drivers. Numerous sections are updated to include applicable provisions of the CFR. 19 VAC 30-20-80 was updated to reflect the effective date of the Federal Motor Carrier Safety Regulations promulgated by the United States Department of Transportation, Federal Motor Carrier Safety Administration that are incorporated for compliance and enforcement purposes.

Executive Branch Review This Action is exempt from Article 2 of the Administrative Process Act. The normal executive branch review process is not required. As such, it can be submitted directly for publication and is effective upon publication.
