General Information
Action Summary The administrative responsibility for the Virginia Energy Assistance Program Weatherization Component, of the Virginia Energy Assistance Program, has been moved from the Department of Social Services to the Department of Housing and Community Development which already had administrative responsibility for the U.S. Department of Energy's Low-Income Weatherization Assistance Program. It is administratively more efficient and effective to make eligibility criteria and benefits for the Virginia Energy Assistance Program Weatherization Component more consistent with the U.S. Department of Energy's Low-Income Weatherization Assistance Program. This regulatory action allows the Director of the Department of Housing and Community Development to administer fifteen percent of the Low Income Home Energy Assistance Program (LIHEAP) Block Grant and any contingency funds awarded and carry over funds, furnishing home weatherization and associated services to low-income households within the Commonwealth in accordance with applicable federal law and regulations. As detailed in the regulations this action is intended to improve or enhance the energy efficiency of dwelling units occupied by eligible households, improve the energy-related health and safety problems, and attempt to lessen dependency on the energy assistance program.
