Existing regulations define “Temporary federal only ballot overseas voter” and provide a deemed date of last residence when none is stated on the application. Virginia’s 2012 enactment of the Uniform Military and Overseas Voters Act (UMOVA) repeals former provisions for temporary registration and provides new definitions. 2012 Va. Acts Ch. 353. |
