Description of Proposed Guidance Document Changes

This is an update of guidance memo No. 11-2008 that reflects the VPDES General Permit for Domestic Sewage Discharges of Less Than or Equal to 1,000 Gallons Per Day approved by the State Water Control Board on December 9, 2020 and being reissued in August 2021. In addition to updating the permit term, this guidance reflects clarifying the definition of “individual single family dwelling,” specifying that individual single family dwellings must submit a combined application, standardizing the timing for required registration statements, requiring outfall latitude and longitude in registration statements and State Corporation Commission number if required by law (the latter only for applicants other than individual single family dwellings), replacing the requirement to have a maintenance for owners of buildings or dwellings other than individual single family dwellings with a requirement to engage a licensed operator (specified permittee and licensed operator requirements), adding contingent e-reporting language for registration statements and DMRs, and revising the discharge limits for E. coli and enterococci to reflect revised state water quality standards.
