Description of Proposed Guidance Document Changes
The changes to the Resource Family guidance are a result of legislation passed during the 2020 Session of the General Assembly and federal directives regarding the approval process for all foster parents, including relatives and fictive kin, and limits on the number of foster children allowed in one home. Legislative changes to the Resource Family guidance include adding fictive kin to the definition of kinship foster parent. Guidance updates as a result of federal directives include: clarifying requirements that must be met in order to approve foster parents, clarifying the process of initiating placement of children with kinship foster parents, clarifying timeframes for when background checks must be completed in order to assist local departments in minimizing Title I-VE errors related to foster home approval, and updating the number of foster children that may be placed in an approved foster home.
