Description of Proposed Guidance Document Changes
Virginia is required under 45 CFR § 1329.14 and § 51.5-164 of the Code of Virginia to have a Statewide Independent Living Council (SILC). The SILC develops a State Plan for Independent Living (SPIL) that meets the requirements established by the U.S. Administration for Community Living (ACL) (see: 45 CFR § 1329.15). The SPIL outlines the SILC’s three-year strategy for supporting Centers for Independent Living (CILs) in increasing community knowledge of disability rights and resources, working with the CIL network to promote increased independence for people with disabilities, and supporting the expansion of the CIL network to attain statewide coverage. This filing reflects the new State Plan for Independent Living (SPIL) for FFY2025 - 2027. A summary of updates in this new SPIL is listed in the ORM form.
