Description of Proposed Guidance Document Changes

Updates include adding resource links to the VDSS Privacy and Program Plan Manual VDSS Information Resource Acceptable Use Policy including Non-Disclosure requirements, removal of the section as Division employees are not mandatory child abuse or neglect reporters, revisions to clarify the Statement of Payments procedure by changing CP to applicant, replacement of the Family Engagement Section with updated guidance. Other changes include clarification that a case is not opened when an applicant is receiving public assistance in another state for the same participants and update to clarify when to send the AOP to VPEP and when to request an EBQS response. In addition, revisions to clarify when to send the genetic testing packet to VPEP, clarified administrative enforcement remedies and The Important Notice about Child Support procedures, and clarifications about the Division determines good cause exists to not issue the IWO. Other revisions are inclusion of steps for what to do when the Division collects funds, and the NCP receives SSI or a combination of SSI/SSDI benefits or SSI/SSR benefits. Removed outdated contact information for DMDC/DEERS, and updated to include the MCS Portal as a service method the NISD, removal of contempt and capias requirements for driver’s license suspension and provide filing jurisdiction information for a Petition and Order when the NCP has cases in multiple jurisdictions. Added a new section to separate judicial enforcement remedies. Added the federal administrative and tax refund offset fees for federal fiscal year 2024.
