Description of Proposed Guidance Document Changes
New and revised guidance for Chapter B. Prevention of the Child and Family Services Manual includes timelines and practices established by the Parental Child Safety Placement Program and the utilization of alternate living arrangements (ALAs) where children are residing in the care of relatives and fictive kin to prevent entry into foster care. The guidance outlines the process for developing a Parental Child Safety Placement Agreement to be established voluntarily between parents, relative/fictive kin caregivers, and local departments of social services (LDSS) to provide services and supports to prevent a child’s entry into foster care when it has been determined that the child cannot remain safely in their current home. Additionally, changes to the manual clarify existing guidance and enhance guidance on meeting the safety, permanency, and well-being of children and families.
