To have confidence in our voting system, we must be sure that ballots received by mail have a postmark and the postmark must indicate the ballot was placed in the mail no later than the day of the election. Ballots with missing postmarks or postmarks with dates after election day must NOT be accepted. We must have confidence that once the last day for voting has passed, no one will be able to insert additional ballots into the system.
