I have to say, I think installers are getting the worse deal out of this new license policy. They now have to pay for two licenses and for CEU's and pass a test, but they get nothing in return. Even an advanced/alternative installer that has experience and passes the advanced test can't replace a simple distribution box without going through a whole permit process with VDH. A d-box replacement isn't a high price job. Spending more than a 1/2 to a full day on such a simple repair does not offer up a lot of profit for an installer. Having to wait on VDH to draw up a permit after uncovering a d-box can take days. A fully certified installer deserves more respect.
I believe VDH could grant certified installers the power to repair simple components of a septic system as long as the installer reports to VDH what work was performed.
