Section C states "no licensee shall hold both a conventional and an alternative license simultaneously".
First if you possess an alterntive license can you stil do conventional evalutations, installation, and operation.
Second, this statement may lead to an increase in cost for the public. I can forsee where an individual contracts with an COSE to find a conventional drainfield. The soils on the tract do no meet the installation requirements for a convnentional system. The indivdual then has to hire an AOSE to delineate an altetnative drainfield site. The individual has now paid two people to do a job which under the current regulations could have been done by an AOSE.
I beleive this will lead to an adverse economic impact on all COSEs' in the commonwealth since DPOr will be severly limiting the scope of their services. Why would anyone hire an COSE if the Alterntive OSE is "more qualified".
