Having reviewed the WWWOOSSP draft Regulation released in September I wish to commend the board for strengthening the protections to the public offered by licensed professionals, such as you have heard from our public comment and correspondence.
Specifically we support developing: requirements for contract, disclosure of ethical conflicts, copyright protection and responsibility for work under certification of a professional.

Our practice is tied to the PE board via 54.1-402; one of the requirements of licensure requires sealing documents under control of professional. The OSE is the only design professional in the Commonwealth unable to provide substantive assurances through sealing. The seal provides the public visible reliability for purposes of commerce and trade. Among the substantial reasons to require sealing of professional design documents we recognize confirmation of: authenticity, responsibility & attestation.
In the event the Board determines the benefit of convening a panel considering revisions to the Regulation VAPSS stands ready to provide a delegate to represent the interests of the public and the OSE licensure.
