It is becoming painfully clear that global warming is going to be catastrophically expensive. We need to take strong action to reduce the impact. The price of energy generated by emitting greenhouse gases needs to reflect the true cost to the planet, as it is only fair that those benefiting from the emissions shoulder that cost. RGGI attempts in a limited way to accomplish this adjustment, generating funds that can be used to promote energy efficiency, resilience to climate change, etc. It really needs to be extended to other sectors, e.g. transportation, as a tax on carbon (rather than "allowances"). This will hurt. It will cost us. But I truly believe that not doing these things will end up hurting even worse and costing much more.
