Class B Certification Requirement When I don't have a Class B Towing Vehicle

How is it that I have to optain a Class B CDL License by 1/1/09 in order to operate my light duty rollbacks and wreckers but I cannot do the pre-trip or the road test in the vehicle that requires the class B?
