“Full time employee” or “employee” means an employee employed on average at least 30 hours of service per week, or 130 hours of service per month.
Recommend allowing agencies to define what full time means for their entity, and/or clarifying purpose/scope for the definition. Defining “Full time” at 30 hours could have potential financial impact in terms of the provision of benefits. Typically, 30 hours is applicable for the requirement of healthcare benefits under ACA and does not impact the provision of additional benefits, except those detailed at the entity level (and in compliance with federal guidelines) and as specified by the CSBs policies. Hours of “service” may not equal actual hours “worked” depending on how "service" is defined. To have a weekly and monthly average seems redundant. If the intent is to define full time for assessing PACT team client/staff ratios for example, or for consistency of data reporting regarding number of employees, it may be better to specify that specifically under those areas.
