In the strongest possible terms, I am opposed to the proposed change in the Voter Registration laws and forms proposed by the State Board of Elections (SBE). These changes create ambiguity and uncertainly where none exists with the current form, and appear, on their face, to violate state law and the Virginia Constitution. I believe it is imperative that applicants be required to affirmatively state that they are a U. S. citizen, are not a felon, and are mentally competent to vote. Changing tthe form to make this desclaration by the application optional, eliminates safeguars against faudulent registration, and does not provide for prosecution of applicants for misleading or fraudulent statements. I strong oppose the proposed changes to the voter registration regulations and forms, and encourage the existing regulations and forms to remain in full force and effect.
