The changes proposed by the SBE are ill-conceived and inconsistent with the requirements set forth in Title II, Section 2 of the Constitution of the Commonwealth of Virginia. Signing one's name on the registration form, as proposed by the SBE, should not be considered as affirming one's US citizenship, or status as a felon or mentally impaired individual whose voting rights have (or have not) been restored. Having read several of the comments from county registrars, there appear to be many practical aspects to this proposal that would prove to be a hardship for many counties. Did the SBE consult with its county constituents before going forward with this proposal? It certainly does not appear the SBE set forth these proposed changes after careful thought and consultation with the Commonwealth's counties. It also appears to be creative lawyering to think this proposal is consistent with the Commonwealth's Constitution.
