Hound hunters spend a vast majority of their time controlling their hounds and keeping them on the property that they can hunt.  This proposal is just a effort to make hound hunter criminals for something that could be almost entirely out of their control,  It also focuses on hound hunters as the issue when the data does not indicate that.
