This will cause financial hardship on families that are trying to enjoy the outdoors.  I have over $6k invested in gps and it tares up and has to be replaced pretty often.  I work and I've been blessed so I can afford it but a lot of people can't. The cost of living is high enough and I yet to see how this will benefit the "landowner". In swva the best antenna and best equipment only works so good
