Stay in the RGGI. Pollution is not otherwise taxed directly even though it causes harmful effects on society as a whole. To those that doubt climate change, charging money to dirty sources of power still results in a market based approach to reduce pollution by putting a cost to it and making cleaner sources a better investment, a clearly tangible benefit.
