Bank Street between the Pocahontas Building and the lower entrance to the Capitol building is a crucial part of Richmond's transportation network, especially its Bike Master Plan's network. It sits in the middle of Franklin Street's bike lanes, and the area is unavoidable for east-west traffic.
Public right of way needs to be maintained in that area, and bicyclists and pedestrians can peacefully coexist with legislators and officials in that area as they make connections to where they work, live, or even on the way to the Virginia Capital Trail.
