Standards of Practice 26 VAC 27-30-65 Section O
 

I see in this section If I as an, Individual; Person/Company or  as a single operator wants to provide Towing and Recovery Services for Vehicles of a gross weight over 26,000 lbs, I can not do it unless I am licensed as a Class A Operator. The requirements for Class A Operators put an unfair burden on any small operation which provides this service. So what is the intent of the Law Here?

What is Fair about this, I would consider this section to be a restraint of trade violation at the very least. Will this put someone out of Business, I can only guess.

What Thought did you put into this one statement? Who are you trying to Regulate? What good can come of this, other than to put someone out of businees, or to put the cost of being in this part of the business out of the reach of any but the Largest Companies.

There are many more items like this in these regulations, Let's point them out and try to explain what  these regulations are really going to mean.
