Description This regulation addresses the responsibilities and administration of Youth Services Citizen Boards, and also sets minimum standards for the administration of Offices on Youth, addressing community needs assessments, planning, personnel and operations, fiscal management, and program monitoring and evaluation.
State Authority Code of Virginia Sections 66-10 , 66-27 and 66-28.

Goals of Regulation 1. To reduce the number of institutionalized children by preventing their contact with Virginia's juvenile justice system;
2. to involve citizens and professionals in a planning process before new programs are developed;
3. to create in the sponsor locality an environment that will provide for the positive and wholesome development of youth.
