Purpose of legislation
Chapter provides that operators of tank vessels may submit a U.S. Coast Guard-approved vessel response plan in place of the state-required contingency plan and meet the financial responsibility assurance requirement by having a U.S. Coast Guard-approved certificate of financial responsibility.
